Troy Riggs Appointed Executive Director of Public Safety, Stephanie O’Malley Tapped to Expand Opportunities for Denver’s Minority Communities

DENVER – Mayor Michael B. Hancock today announced the appointment of Troy Riggs as Denver’s new Executive Director of the Department of Public Safety to oversee the Police, Fire and Sheriff’s Departments, Denver 911, Community Corrections, Safety Youth Programs and gang reduction initiatives. Riggs joined the Department of Public Safety last year as Deputy Director.

Mayor Hancock has asked current Executive Director Stephanie O’Malley, after four years of leading the Department of Public Safety, to serve as Special Assistant to the Mayor to strengthen the city’s work with minority- and women-owned businesses and better connect Denver residents and communities to jobs, skills training and other economic opportunities.

“Public safety is the No. 1 responsibility of any mayor and I’m pleased to see Troy – with his exceptional public safety experience – step into this role,” Mayor Hancock said. “Troy has a national reputation for excellence in criminal justice and public safety.  I’m confident that he will continue to build up the public’s confidence and trust in Denver’s safety agencies while maintaining our high level of integrity and commitment to criminal justice.”

“Stephanie is a valued and trusted leader who has risen time and again to take on some of the toughest challenges facing Denver,” the Mayor said. “She has a storied career serving our city as Clerk and Recorder and most recently at Public Safety.  Stephanie is the perfect person to work across agencies to ensure our communities benefit from Denver’s success and that this cascade of opportunity reflects and lives our Denver values. No one is better equipped to lead this effort than Stephanie.”

O’Malley will focus on connecting more of Denver’s communities with the opportunities coming out of Denver’s economic success and major projects, including the package of bond projects approved by voters in November of last year.  In this role, O’Malley will lead the Mayor’s coordination among the city’s agencies regarding opportunities for qualified minority and women firms on city projects.  Additionally, she will coordinate with the Division of Small Business Opportunities in their implementation of the city’s ordinances pertaining to minority-, women- and small business enterprises.

Riggs recently came to Denver from Indianapolis where he served as the Police Chief managing over 1,600 officers and nearly 200 civilian personnel.

From 2012-2015, Riggs served as the Director of Public Safety for the City of Indianapolis where he managed the Police and Fire departments, Emergency Medical Services, Homeland Security, Citizens Complaint Board, Public Safety Communications, the Prisoner Reentry Program, and Animal Care and Control. He has also served in law enforcement leadership roles in Corpus Christi, Texas and Louisville, Kentucky.

During his career, Riggs developed data to address the degradation of residents’ quality of life, expanded community engagement and established efficiencies to increase operational productivity.  These combined efforts resulted in millions in financial donations and tax dollar savings. Among a number of national awards and recognitions, Riggs received the NAACP Presidents Award and Community Leader Award for the League of Latin American Citizens in 2012.

O’Malley has served as the Executive Director of Public Safety since 2013, leading the department in transformational activity aligned with mayoral safety priorities, accountability, public safety service delivery, and community expectations. Over the past four years, she has most notably advanced positive engagement between law enforcement and community members, including Denver’s youth, established a structured reform of the Sheriff Department, and developed a comprehensive approach to employee wellness specifically geared toward public safety personnel.

“It’s been an honor to serve as Denver’s Executive Director of Public Safety and to serve the people of Denver – my neighbors,” O’Malley said. “The Department of Public Safety plays a crucial role in overseeing our public safety agencies as they protect and serve Denver’s residents and visitors. During the past four years, I have worked alongside a team of tremendous individuals, not the least of which includes our Mayor, Michael Hancock. As a 14-year veteran employee of Denver’s city government, I look forward to different responsibilities that will allow me to continue to contribute to the city that I love.”

Prior to leading the Department of Public Safety, O’Malley, a licensed attorney, served as Deputy Chief of Staff to Mayor Hancock where she engaged in a host of matters on his behalf, including direct engagement on issues of law enforcement, safety and minority community engagement. From 2007-2011, O’Malley served as Denver’s first elected Denver County Clerk and Recorder.  As an appointee of former Mayor John Hickenlooper, O’Malley was Director of the Department of Excise and Licenses from 2003-2007.
