General Statement of Work: The Project will provide a comprehensive stormwater collection system to protect both the local community and property against flooding while improving water quality, multi-modal mobility access opportunities, and creating and enhancing park and public spaces. The work included for this Request for Qualifications (RFQ) includes the design and construction of a linear greenway along the alignment of 39th Avenue, which will collect and ultimately convey stormwater to the connection for the outfall at Globeville Landing Park, incorporating park and open space, landscaping, community connectivity, utility relocations, and water quality enhancements. The work also includes conduits along Madison Street and Clayton Street/40th Street. Additional flood protection will be provided at Park Hill including design and construction of a detention basin and the installation of a pipe connection beneath the existing RTD and UPRR lines at Dahlia Street with an outlet connection, under the Union Pacific Railroad, to the Park Hill Phase V project, connecting pipe systems, utility relocations, landscaping, and water quality enhancements.

Minority and Women Business Enterprise Requirements: This contract is subject to Article III, Divisions 1 and 3 of Chapter 28 of the Denver Revised Municipal Code, (D.R.M.C.) and the M/WBE Program’s Rules and Regulations adopted by the Director of the Division of Small Business Opportunity (DSBO), which will be incorporated into any agreement entered into as part of this selection process. The Design goal for this project is 23% and the Construction goal for this project is 12%. The Design goal must be met with certified participants as set forth in Section 28-65, D.R.M.C. or through the demonstration of a sufficient good faith effort under Section 28-62 D.R.M.C. For compliance with good faith requirements under Section 28-62(b), the M/WBE percentage solicitation level required for this project is 100%. The selected contractor will address the Construction goal by means of a Compliance Plan submitted to the City for approval upon contract award by the successful firm.

Prequalification Requirements: The Submitter must be prequalified as either 1A General Civil OR 1E4 Piped Sewer OR 1E5 Open Channel and Pond at the $25-Million-dollar financial level AND obtain Project Specific Permission for projects over $25M, in accordance with the City’s Rules and Regulations Governing Prequalification of Contractors. Each submitter shall have submitted a prequalification application and request and receive project specific permission to propose a minimum of 10 calendar days prior to the submittal due date.
