RFQ: Professional Engineering Services For Federal Boulevard Transit Speed and Reliability Improvement Project

The Department of Transportation and Infrastructure (DOTI), City and County of Denver, has issued a Request for Qualifications (the “RFQ”) for professional services for the Federal Boulevard Transit Speed and Reliability Improvements Project. Proposers must be on the plan holders list through QuestCDN for proposals to be accepted. Proposers will be charged a fee of $30.00 to submit a proposal electronically.

A Pre-Submittal Meeting will be held at 9:30 a.m. local time,  July 16, 2020, via teleconference. Details to access the meeting will be provided to all registered plan holders via QuestCDN. Deadline to Submit Questions:  July 23, 2020 at 10:00 a.m. local time. 

General Statement of Work: The City and County of Denver (the City) is seeking professional Consultant services to assist in the completion of the following tasks to prepare and advance the Federal Boulevard Transit Speed and Reliability Improvement Project into the final design phase. Tasks include, but are not limited to, evaluating recommendations of previous works, prioritizing improvements along Federal Boulevard, performing a gap analysis, completion of National Environmental Policy Act (NEPA) process and any related environmental permitting, and design engineering to match available project funding [Preliminary Engineering (30%), Interim Engineering (60%), Pre-Final Engineering (95%), and Final Engineering (100%)]. 

Disadvantaged Business Enterprise Participation: Federally-funded construction, reconstruction, remodeling, and professional design services contracts made and entered into by the City and County of Denver are subject to Federal Statutes and Regulations regarding Disadvantaged Business Enterprise participation and all Disadvantaged Business Enterprises Utilization. The U.S. Department of Transportation (DOT) is authorized to establish project goals for expenditures on construction, reconstruction and remodeling and professional design services work funded by FHWA and let by the City and County of Denver.  

The specific goal for this project is:  7% DBE 

The project goal must be met with certified participants as set forth in 49 CFR Part 26. For compliance with good faith effort requirements, refer to 49 CFR 26.53.  

General: As the City’s best interests may appear, the Executive Director of Transportation and Infrastructure (DOTI) reserves the right to waive informalities in, and to reject any or all, submittals.
