Private Outdoor Fee-Based Activity (POFA) is defined as a class, clinic, camp, guided activity, program or related service organized and offered by a Permittee for which payment, fee or other consideration is expected to be made to the Permittee. POFA is by-invitation-only or open to the public in general. POFA must be generally recreational in nature or common and customary park use.

It is the policy of Denver Department Parks and Recreation and its Manager (DPR), under circumstances appropriate for Denver parks, to permit citizens and organizations the use of specified areas within Denver parks for the provision of certain private outdoor fee-based activities and services to the public, subject to this policy.

Summer POFA Permit Process | April 2020 - September 2020

POFA permit requests for the Summer Season will resume beginning at 8:00 am by email ONLY ( on Monday, July 13 (first come, first served). The first available permit date is Friday, July 17.

Applicants will be notified within three business days with permit requirements, which includes insurance.

Please note that permit holders must agree to and follow the COVID-19 special requirements OR COVID-19 special requirements if conducting camps as a condition of the permit.

For the remainder of the 2020 Summer Season, “Limited” POFA permits (6-25 participants per class) are available at any Denver park, and the number issued per park is unlimited.

State and City Orders can affect the status of park and event facility permits. Affected permit holders will be contacted as soon as possible should that occur.


Winter POFA season: October 2020 – March 2021

There are two opportunities to apply for a Winter 2020/2021 POFA permit:

  1. August 24 – September 3rd

  2. September 23rd: Applications accepted for the rest of Winter POFA season beginning at 8:00am: email to

*The first round of applications will be accepted through 11:59pm on September 3.

The Parks Permit Office will determine if a lottery is needed for POFA sites within a park.

Application fee: $25 each

Applicants in the first round will be contacted by 4:00pm on September 9th with payment instructions. All application fees are due by 4:00pm on September 11th.

Payment methods: online only - Visa, Mastercard, Discover

Approval & Lottery
Approved applicants will be notified via email by 4:00pm on September 14th.


  • If more applications are received than POFA sites available, a lottery system will be implemented—a notification with more information will be sent by 4:00pm September 14th.
  • A lottery is tentatively scheduled for Tuesday, September 15th at 11:00am.
  • Confirmations/invoices will be emailed to lottery participants by 4:00pm on September 15th.

Final Payment & Permit
All payments and insurance requirements for approved permits are DUE by 4:00pm on September 18th.

  • Payment accepted online only
  • Insurance certificates accepted via email
  • Approved permits will be available for printing online by 4:00pm on September 22nd

Round 2 Applications:
All remaining POFA sites will be available for permitting beginning at 8:00am on September 23rd.

  • Confirmations/invoices emailed within 3 business days
  • Final payment and insurance are DUE 3 business days after confirmation and invoice are sent
