It is unlawful to post, paint or attach, or to directly or indirectly cause to be posted, painted or attached in any manner, any handbill, poster, advertisement or notice of any kind upon public property except by permission of the manager of public works pursuant to established rules and regulations, or on private property except by permission of the owner or authorized agent of the owner of such property.
Block Party permits are issued to residents only, for residential street/alley closures; all other closures are issued permits by Denver DOTI as Special Events. See application requirements

Right of Way (ROW) is public property specifically dedicated as public thoroughfare and includes streets, alleys, sidewalks. When there is a need to locate privately owned improvements in the ROW, certain conditions must be met. Review the Rules and Regulations for Encroachments in the Public Right of Way (PDF).

The City & County of Denver must be insured for liability whenever the public right-of-way is closed for block parties and similar events. The TULIP insurance is offered as a convenient way to comply with this requirement.

Applicants should understand that very few applications are approved, as it is in the best interest of current and future property owners to install all new facilities. Applicants should understand that the City is in no way obligated to grant these requests
Sewer stub-In permits are requested in special circumstances such as when the contractor needs to install part of a building sewer service and the Sewer Use and Drainage permit for the building has not been issued.
